AMU Acute Medical unit

AMHP(Approved Mental Health Professional)

 

New Role under the amended Mental Health Act from 3 November 2008. AMHP can be a social worker, psychologist, a first level nurse or an occupational therapist.  They have the responsibility for assessing someone’s needs, care and treatment when a person is detained under the Mental Health Act (previously carried out by an Approved Social Worker (ASW)) but there are additional functions under Supervised Community Treatment.

 

AOF Annual Operating Framework AOFs replace Service and Financial Framework (SAFF). These are National Health Service targets which clarify priorities, and links resources to activity and quality.

Balanced Scorecard

This is a performance management tool for organisations or parts of organisations.  It attempts to measure how well an organisation is doing in terms of both quality and quantity. The tool has 4 components:

  • Stakeholders – clients, partners etc
  • Resources – finances, estate, staffing, equipment etc
  • Management processes – planning, clinical governance, corporate governance, financial management, information management etc
  • Innovation and learning – leadership, best practice, research and development etc

For each component, the organisation sets targets against which they want to measure themselves.

 

Baseline Assessment

This is an assessment undertaken at the beginning of any project/service development, to provide a documented record from the beginning.  It is then used as a plumb-line against to monitor and evaluate future progress.

Every Local Health Board and Local Authority has to have a strategy.  This is to show that Local authorities, the voluntary sector etc are working together to improve the health, social care and well-being needs of the local population.  The Strategy must take into account factors such as the environment, poverty, housing and education.

Under the amendments to the Mental Health Act the Responsible Medical Officer (RMO) has been changed to Responsible Clinician. The RC has ‘overall’ responsibility for the patient’s care and can now be a registered medical practitioner, a chartered psychologist, a first level nurse, an occupational therapist or a social worker.

SCCGs Secondary Care Commissioning Groups


These groups are not statutory bodies.  The Secondary Care Commissioning Groups have been formed to co-ordinate the commissioning of secondary care services (eg hospitals) for the local population.

 

A Secondary Care Commissioning Group’s core membership comprises of the Local Health Board, Local Authority and National Health Service Trusts – in different combinations around Wales.  Secondary Care Commissioning Groups are generic dealing with all secondary health services.

 

Secondary Care Commissioning Groups have to ensure that the local voluntary/independent sector are involved in discussion of secondary care provision.  Secondary Care Commissioning should include clinicians. 

 

If a Secondary Care Commissioning Group fails or becomes dysfunctional, the Regional Office has a role in arbitration, conflict resolution and ensuring the establishment of effective working relations.  If these approaches fail, then the Director of National health Service Wales will call in the respective Chief Executives to reach agreement.

 

SaFF Service and Financial Framework


This is a National Health Service document which clarifies priorities, and links resources to activity and quality.  It is negotiated between Local Health Boards and Trusts, and the final Service and Financial Framework is an aggregation of these.  The Service and Financial Framework has to be signed off by the Regional Director, who then prepares Individual Performance Agreements for each Local Health Board and Trust in the region, which reflects their part in delivering the Service and Financial Framework.

 

The Service and Financial Framework for 2004/05 has 40 targets, 3 of which are mental health – a) introduction of the Care Programme Approach b) User and carer involvement c) Child and Adolescent Mental Health Service target.

This is a plan to reduce expenditure over 3 years within health in order for National Health Service Wales to balance its books.  The Strategic Change and Efficiency Programmes are the responsibility of Local Health Boards.
